When will the EU declare the Kyoto Protocol a Failure?

Despite the obvious problems, the UN has continued to insist that there is still hope for the Kyoto Protocol. At this point, the treaty cannot go into effect unless the U.S. or Russia ratifies the agreement.

The U.S. will obviously not ratify the agreement and it seems highly unlikely that Russia will ever do so.  Russian policy makers have stated that the treaty would severely limit Russia's economic recovery. They have also observed that a warming of the earth's atmosphere is likely to benefit Russia by lengthening the growing season.

The New York Post published an editorial that is becoming the common view - that it is time for the UN to admit failure and begin anew to build a workable treaty.
